Is there a possible future reason to have Subarea 4, Paine-Stickney? Is it in preparation of <br />annexing the land to the south into Everett's planning area? If there is no reason for it — doesn't <br />it make sense to eliminate that subarea and include the land in Subarea 5, South Point? <br />Another, un -cited reason for homelessness is due to poor credit or criminal history. On the <br />advice of the Everett Police Department and as a protective measure for their investments, <br />property owners are using screening tools to make more selective decisions about who they rent <br />to. <br />On page 43, please change the bullet point that reads "HIV/AIDS infected" to persons living <br />with HIV/AIDS as stated in the paragraph below the bullets. <br />Congratulations on re -designating the Marshland area south of Lowell into Urban Conservancy <br />Agricultural Interim. <br />Acquire parkland in the area south of Highway 526 and in between I-5 and Highway 99. This <br />area has the highest population concentration in the city and has absolutely no public parkland or <br />open space — not even a single square inch <br />Please consider prohibiting trash cans and newspaper racks in front of and near the outdoor <br />sculptures as part of the ongoing refinement of the Downtown Open Space Plan. They obscure <br />the art and dishonor the artists. <br />Insist that all sidewalk replacement be of a style consistent with existing contingent sidewalks. <br />This is of particular concern in the North End where expedient modern repairs lay in shocking <br />contrast to the historic smaller and squarer sidewalks. <br />Regarding Public Water Supplies. As useful as detention ponds are; most are unsightly and <br />dangerous. Require developers to underground them in a vault and provide open/recreational <br />space above or fence them in a manner that is visually pleasing. Other jurisdictions require it — <br />we can too. Use native, drought tolerant plant species for public projects. Encourage developers <br />to do the same for private projects. Discourage lawns. They are poisonous to the environment <br />and consume too much precious water. <br />Bellevue has very restrictive cell tower policies. Everett should do the same. Tighten <br />administrative discretion with respect to blanket approvals of utility facilities so we can avoid the <br />"Green Cable Box" situation in the future. These boxes popped up all over town in people's <br />front yards, in front of business signage because the Planning Department didn't find the time or <br />have the will to review the placement of 100+ mini -utility facilities. The community will <br />continue to pay for this oversight. <br />In the Energy Utilities section, no mention was made of the PUD's co -generation plant at the <br />Kimberly-Clark plant on W Marine View Drive. Nor was there mention of the proposed gas <br />
