pipeline under the Snohomish River and the possible implications for a gas powered co- <br />generation plant at the property located west of the 529 bridge. I am uncomfortable with the <br />omission and have every hope the City will not sell out for the short-term benefit of a few short- <br />lived construction jobs, and unsightly, incompatible use of the shorelines in an urban setting. If <br />the PUD's plant at Kimberly-Clark were not part of the equation, that property too would <br />currently be under consideration for redevelopment. <br />The reflection of noise off of tall, un -modulated buildings must be addressed as an aspect of <br />environmental health. Is there a possibility that noise ricocheting off tall building could be <br />abated through creative use of porous or waffled building materials? The question also applies <br />to sound walls on the freeway. <br />Landslide hazards are being compounded by railcar coupling in the switching yards. Modern <br />technology has enabled the railroad to join cars with remote control with seemingly more speed <br />and impact. Windows rattle, pictures shift, area rugs "walk" when they crash together. How <br />much are the vibrations caused by the trains doing to undermine our already unstable landslide <br />hazard areas, particularly along the bluff of Grand Avenue? Require the Railroad to put better <br />cushions on their coupling devices or reduce the speed of cars to be coupled. This is of immense <br />concern after heavy rains when the earth is saturated and during an earthquake. <br />In a generous effort to be better neighbors, Kimberly-Clark has come to 2 Bayside Neighborhood <br />meetings. The Bayside folks were astonished to learn that although KC has a chemical risk <br />management plan in place for the plant — it does not extend past their property line. If there was <br />a chemical disaster at the mill the people living upland and upwind wouldn't have a clue or stand <br />a chance. The same is true for a chemical leak from one of the tanker cars that park in the <br />switching yards all around the North End. Are they empty? Do they contain hazardous <br />materials? If they are full and contain toxic substances, what is to keep the people of Everett <br />from dying or becoming ill from exposure like the dozen or so dead and the dozens more people <br />who became ill in North Carolina in December, 2004 because of a leaking chlorine tank? <br />According to the official from Kimberly-Clark, the Department of Emergency Management is <br />responsible to safeguard the public. What is the plan in the event of a man-made catastrophe? <br />Under the category of odors, live -a -boards in the Marina and the sewage lagoons should be <br />added as sources of noxious odors. <br />On page 27, section 3 under Natural Environment. Alternative 2 is stated as having the greatest <br />population growth. Is this correct? On page 29 note b says 'Not to be exceeded on more than <br />one day per calendar". Calendar what? Month?
