Mr. David Koenig <br />January 31, 2005 <br />Page 3 <br />building. Any building needing permits under the Institutional Overlay will trigger a 45-60 day <br />SEPA review. Under this SEPA review areas not covered by the City's FSEIS will be discussed. <br />12. Under the Height guidelines in the DSEIS it states: "The buildings will be stepped back from <br />Oakes, 14`t' Street, Wetmore, Colby, and 13`h Street from Colby to Wetmore." The buildings on <br />Wetmore (Cancer Center/ Parking Structure) will not be stepped back. Exterior treatment of the <br />building will be designed in such a manner to lessen the- effects but extended setbacks are not <br />planned at this time. (Page 6) <br />You will find enclosed as an attachment, diagrams describing issues with possible expansion on the <br />Colby site. These analyses include expansion to the north; northeast, south, west, and east. Each <br />diagram explains the facility and site constraints of each scenario and further strengthens the rational <br />for expansion to the east on block 248. <br />Thank you for your attention to our comments.
