Mr. David Koenig <br />January 31, 2005 <br />Page 2 <br />4. The PEMC master plan phasing schedule is as follows: Both Phase 2A and 2B are scheduled for <br />completion in 2007. Phase 3 is scheduled for completion in 2010. Phase 4 is scheduled for <br />completion in 2015. <br />5. Providence Everett Medical Center is currently working with a number of developers who have <br />come forward with .plans to relocate the Donovan homes. PEMC has offered the homes to <br />whoever can move them within PEMC's construction timeline. PEMC is operating in good faith <br />to do all that they can to facilitate the movement of the Donovan homes. <br />6. The document mentions the potential for PEMC to delay the removal of the Donovan homes. <br />PEMC is operating on a tight timeline and any delay of projects has the potential to de -rail the <br />entire master plan implementation. PEMC is doing all it can to facilitate the relocation of the <br />Donovan homes. If these attempts shouldfail, the homes will still need to be removed. We <br />continue to aggressively explore relocation options. <br />7. When discussing the outcome with regard to the 21 Donovan homes, the document refers to them <br />as being "demolished". This term does not leave the potential for moving the houses. PEMC <br />would prefer the word "removed" be used when referring to the 21 Donovan Homes. <br />SAecif c Comments <br />Chapter 1 <br />8. In this section the document references the Draft Everett Vision Team report for 2025. The <br />FSEIS should incorporate pertinent statements from this report. The report contains support for <br />the PEMC project, which is not discussed in the DSEIS. (Page 9) <br />Chater 2 <br />9. Providence Everett Medical Center is referenced in this chapter as being a major employer within <br />the Everett community. The FSEIS may want to mention the employee level of 2,445. When <br />the. Master Plan is fully implemented, employment will reach 4,633. (Page 12) <br />Chanter 3.1 <br />10. Under Existing Conditions, the document states that: "Providence Everett Medical Center has <br />been in operation for 80 years.'° Hospital services have been provided at the Colby site since <br />Y924. General Hospital was established in Everettin 1894 and Providence Hospital in 1905. <br />The hospitals merged in 1994. Between the two organizations they have 111 year history'of <br />providing care to the community -(Page 2) <br />11. ;Under the Phase 2A description in the document a footnote states: "A Special Property Use <br />(SPU) permit will be required for the Cancer Center and parking facility, which will include a <br />review process separate from this docket request." (Page 3) <br />Although PEMC may apply for an SPU to expedite the process for the Cancer Center, once the <br />Institutional Overlay goes : into effect, an SPU permit will no longer be needed to permit the <br />
