Everett Municipal Code, a process whereby revisions to the development agreement and <br /> accompanying conceptual site development may occur. <br /> C. Proposed Amendments to Development Agreement: The Port of Everett and Maritime <br /> Trust propose changes to the development agreement, which have been highlighted in legislative <br /> format in the notebooks provided in response to the Planning Commission questions at the <br /> September 13, 2005, public workshop. The proposed changes to the development agreement are <br /> summarized below. <br /> • The 3 alternative site plans included in the 2003 development agreement is proposed to <br /> be replaced by a single conceptual site plan approved by the Port Commission <br /> • A Fisherman's Tribute Tower is proposed within the site plan with a height of 95 feet <br /> • The permitted residential building height in each block is proposed to be increased by 10 <br /> feet over the height allowed by the existing development agreement. Blocks that were <br /> previously allowed a building height of 35 feet, 45 feet and 55 feet, respectively, are now <br /> proposed to be allowed a building height of 45 feet, 55 feet, and 65 feet, respectively <br /> • The "view protection" diagram is proposed to be eliminated and replaced with a building <br /> height map identified as "Attachment C" in the notebook <br /> • The 13`" Street view corridor is proposed to be modified to identify architectural <br /> elements of buildings that may encroach into the view corridor <br /> • The parking standard for residential use is proposed to be changed to 1.0 parking space <br /> per bedroom, not to include "den, office, or study." The City zoning code standard for <br /> multiple family housing is 2.0 parking space per dwelling for the first 100 dwelling <br /> units, and 1.5 spaces per dwelling unit above 100 dwelling units. Dwellings with 3 or <br /> more bedrooms shall provide 2.0 spaces per dwelling. The City code also counts "den, <br /> office, or study" as a bedroom for purposes of calculating required off-street parking in <br /> multiple family dwellings(EMC 19.15.060.A.3). <br /> • Dimensions of the dry boat storage building are proposed to be changed to allow a width <br /> greater than 140 feet for ancillary boat repair and services, not to exceed 35 feet in <br /> height. <br /> • The term "building appurtenances" is proposed be revised to "rooftop appurtenances" <br /> and allowed a height of 10 feet above the top plate of the roof, including trellises for <br /> rooftop landscaping. <br /> • Attachment D "Public Access/ Circulation" is proposed to be revised to reflect the <br /> conceptual site plan selected by the Port Commission. <br /> D. Information Requested by Planning Commission: The Planning Commission requested <br /> additional information from the Port and Maritime Trust at the September 13 Planning <br /> Commission meeting. One request included the placement of"story poles" to indicate the <br /> proposed height of buildings on the North Marina site, in the location where buildings are <br /> proposed. The Port did install the story poles and had a public demonstration on October 8, <br /> 2005, with balloons to indicate which poles were placed at specified heights. That information <br /> was included in the notebooks. Additional photo exhibits from this demonstration are <br /> anticipated to be presented at the public hearing October 18. <br /> Other information provided in the Port/Maritime notebook includes: <br /> 2 <br />
