rii,-.: '7- <br /> 060/minA <br /> -`, <br /> CITY OF EVERETT <br /> PLANNING COMMISSION <br /> RESOLUTION NO. x905=-/9 <br /> A Resolution Recommending that the City Council Approve Amendments to the 2003 <br /> Development Agreement Between the Port of Everett and City of Everett <br /> for the North Marina Redevelopment <br /> WHEREAS, the Planning Commission finds the following: <br /> 1. The Everett City Council approved a comprehensive plan amendment and a <br /> Planned Development Overlay(PDO)rezone in 2003 to allow the Port of Everett <br /> to develop a mixed use residential, commercial, recreational, and marine services <br /> project on property known as the North Marina Redevelopment area; and <br /> 2. The City of Everett and Port of Everett did execute a Development Agreement <br /> concerning the redevelopment of the North Marina Redevelopment area, <br /> including a conceptual site development plan and development standards that <br /> provided for a maximum building height of 55 feet for residential portions of the <br /> proposed development; and <br /> 3. Following execution of the development agreement,the Port of Everett and its <br /> development partner, Maritime Trust, entered into the detailed design phase to <br /> refine their plans for the mixed use development; and <br /> 4. Through engineering and environmental studies, the Port of Everett and Maritime <br /> Trust discovered a higher ground water table on the subject property than <br /> originally understood, causing reconsideration of project design; and <br /> 5. The applicant has identified substantial construction materials cost increases for <br /> the proposed buildings and public improvements; and <br /> 6. The Port of Everett and Maritime Trust revised plan alternatives for the North <br /> Marina Redevelopment area to create a more desirable site plan, with improved <br /> access and circulation, arrangement of buildings and open spaces; and <br />
