4 <br /> g-1. <br /> Planning & Community Development <br /> Summary of Activities <br /> 3310 Rucker Avenue <br /> 10/20/04: City receives a copy of Snohomish Health District letter dated 10/15/04 regarding <br /> nuisance violations on property located at 3310 Rucker Avenue <br /> 11/4/04: Inspection of outside property by Code Compliance and Snohomish Health <br /> District staff. Unhealthy conditions were also observed from the front porch <br /> through the open front door, and from a neighboring property through the <br /> windows on the south side of the house. _ <br /> 11/12/04: Violation Citation is issued seeking an order declaring the dwelling to be <br /> substandard, dangerous and unfit for human habitation. The Violation Citation is <br /> posted on the property. <br /> 1/16/05: Deadline for corrective action. <br /> 1/18/05: Inspection revealed no changes in conditions on property. <br /> 1/20/05: Hearing: Hearing Examiner issues Order for the property owner to abate all <br /> conditions of the property and structure by February 21, 2005. HE imposes a <br /> $3,500 fine, due by 2/10/05. The Order is posted on the property. <br /> 2/19/05: Inspection revealed no changes in conditions on property or in structure. <br /> 3/3/05: Hearing. Property owner agreed to contract with a private company to have <br /> abatement completed by March 13, 2005. Hearing Examiner continues hearing to <br /> March 31, 2005. Property owner also signs authorization for staff to enter <br /> premises. <br /> 3/23-29/05: Numerous inspections. Conditions have not been corrected. <br /> 3/23/05: City requests sole source for abatement services because Service Master, Inc. can <br /> provide a comprehensive cleaning and abatement service of the conditions <br /> including removal and hauling of debris, and bio-hazardous waste. And, the <br /> property owner has agreed to allow this company inside his residence. <br /> 3/31/05: Hearing: Hearing Examiner issues Order for the abatement of the property. <br /> 5/3/05: Abatement completed by ServiceMaster by JL. <br /> 5/11/05: Notice of abatement cost sent via regular, certified mail and posting. <br /> 6/1/05: Notice of Council Hearing is sent certified and posted on property. <br /> 6/15/05: Council Hearing. <br /> 6/20/05: Lien for abatement of violations recorded at the Snohomish County Assessor's <br /> Office <br /> 10/24/05: Memo authorizing maintenance of previous abatement activities <br /> 10/31/05: Abatement completed by Hams Pro-Tech <br /> 11/4/05: Abatement completed by Excel Corporation (ServiceMaster) <br /> 1/3/06: Notice of abatement cost sent via regular, certified mail and posting. <br /> 1/31/06: Notice of Council Hearing is sent certified and posted on property. <br /> 2/8/06: Council Hearing. <br /> i0 <br />
