COMMUNITY PROSECUTOR girt;
To: Tamra Gregory
From: Leslie A. Tidball
Date: October 24, 2005
Re: Flippin Property, 3310 Rucker Avenue, Everett, Washington
CC: Laura Van Slyck, Gerry Ervine
Tamra:
This morning I discussed the situation at 3310 Rucker with Mark Patterson of the
City's Legal Department. He agrees that we have authority to enter the property
to at the very least abate the nuisances of vegetation growth and any returned rat
population.
In an effort to have Mr. Flippin voluntarily clean his property, I have tried to
contact Mr. Flippin for the past several weeks. He has not responded to the e-
mail address we used earlier this year to communicate. None of the phone
numbers that previously worked are working. Sgt. Wayne Meyer checked the
driver's license data base to see if there had been a change of address and there
has not.
I know that earlier this summer you secured the front door of the property. It
does not appear that anyone has entered the property for a number of months.
During the summer the blackberries and other vegetation grew and now create a
nuisance. Although it is unknown if rats have returned, it would be prudent to
have the exterminator place traps.
On March 31, 2005, the Violations Hearing Examiner signed an order of
abatement for the nuisance problems on the property. On April 4, 2005, Mr.
Flippin signed an authorization for the city to enter the property and abate the
nuisances, and specifically authorizing Service Master to do the work.
Would you please arrange for Service Master and an exterminator to enter the
property, under the authority of the March 31 and April 4 documents, to abate the
ongoing nuisance.
T .nkj
Ore .
