Expenditure Required $ -0- Account Number(s): Amount Budgeted $ -0- Additional Required $ -0- DETAILED SUMMARY STATEMENT: The City currently has prohibitions regarding purchase, sale and possession of products containing ephedrine, pseudoephedrine and phenylpropanolamine, which are commonly used in the manufacture of methamphetamine and thus referred to as"precursor drugs." Effective January 1, 2006, state law lowered the allowable number of packages of a product containing precursor drugs that can be sold in a single transaction or purchased within a 24-hour period from three packages to two. This proposed ordinance brings the city criminal code into conformance with state law. RECOMMENDATION (Exact action requested of Council): Adopt an Ordinance relating to Restrictions on Precursor Drugs, Amending Section 1 of Ordinance No. 2541-01, as amended by Section 1 of Ordinance No. 2788-04 (EMC 10.39.010). • 14
