• :. <br /> .r!" /1P(. 1 <br /> RESOLUTION NO. 5084 <br /> A Resolution of the City Council of the City of Everett, Washington, <br /> Concurring with the Public Facilities District's Selection of a <br /> Location for a Special Events Facility. <br /> WHEREAS, the City Council for the City of Everett, Washington has adopted <br /> Ordinance No. 2511-01, effective April 10, 2001, determining that it is in the best <br /> interests of the City and its citizens to form a public facilities district to undertake, in <br /> conjunction with the City, the design, construction, operation, promotion and financing of <br /> a regional center that will promote economic development, provide needed public <br /> facilities to serve local and regional business, community, family entertainment, youth <br /> recreation and athletic organizations; and <br /> WHEREAS, Ordinance No 2511-01 created a Public Facilities District pursuant <br /> to Ch. 35.57 RCW known as the Everett Public Facilities District; and <br /> WHEREAS, the Everett Public Facilities District undertook a process to evaluate <br /> the best site for the Special Events Facility and as part of that procedure reviewed and <br /> considered: the Indoor Arena Feasibility Analysis, Final Report, January 2001, completed <br /> by Brailsford & Dunlavey; the City of Everett's Special Events Center Feasibility <br /> Committee Report, March 5, 2001; the Special Events Arena Transportation Analysis and <br /> Evaluation, by Perteet Engineering, Inc., April 2001; the City of Everett's Special Events <br /> Facility Feasibility Analysis by Shockey/Brent, Inc., May 14, 2001; the Everett Growth <br /> Management Comprehensive Plan and Environmental Impact Statement of January 1994; <br /> the Draft and Final Downtown Core Subarea Plan and Draft Environmental Impact <br /> Statement prepared by the City of Everett, May 27, 1998; staff and consultant <br /> presentations on the available alternative sites for the Special Events Center; public <br /> comments with respect to site selection for the center, including those received at the <br /> Public Hearing held May 17, 2001; the environmental impacts of development of the <br /> Everett Special Events Center on the considered sites, as disclosed and discussed in the <br /> Draft Supplemental Environment Impact Statement for the Everett Special Events Center <br /> issued June, 2001, and Final Supplemental Environmental Impact Statement including <br /> especially the parking, traffic and historic impacts; the financial, economic and social <br /> impacts of its decision; the consequences of displacement of people, businesses and <br /> buildings on those displaced and the community; the benefits of the Everett Special <br /> Events Center on each of the alternative sites to the community; and the public interest <br /> and welfare; and <br /> WHEREAS, on July 24, 2001, the Public Facilities District adopted Resolution <br /> No. 24-01 making findings regarding Site 5 and its suitability for the Special Events <br /> Facility and selecting Site 5 as the best site for the Special Events Facility.
