o Locating the facility at Site 5 will promote the City of Everett's economic <br /> development, especially that of its downtown core; <br /> o Locating the facility at Site 5 will enhance and aid in the development of <br /> Everett and Snohomish County's quality of life with the location, development, <br /> and construction of a special events center to provide diversified cultural and <br /> entertainment opportunities; <br /> o Locating the facility at Site 5 will promote the goals, policies and <br /> objectives of Everett's Comprehensive Plan; <br /> o Site 5 is conveniently located and provides adequate pedestrian access to <br /> public services such as restaurants, hotels, and transportation; <br /> o Site 5 is of sufficient size, shape, and configuration to allow the <br /> development of a regional, multi-purpose special events center with sufficient <br /> capacity...; <br /> o Site 5 received the highest overall transportation rating in the Perteet <br /> Engineering, Inc. study April 2001, with greatest available parking and fewest <br /> adverse traffic impacts; <br /> o Site 5 is located nearest to the proposed Snohomish County Campus <br /> Redevelopment Project and presents a unique opportunity for shared use of <br /> parking and other community facilities; <br /> o Site 5 is the only one of the three alternative sites located within the <br /> downtown core, and is therefore more supportive of downtown planning policies <br /> and objectives for the Central Business District; and <br /> WHEREAS, Resolution No. 24-01 further requests that the City of Everett initiate <br /> the necessary proceedings to confirm Site 5 as the selected site and to take such steps as <br /> are necessary to make the site available to the Public Facilities District; and <br /> WHEREAS, the City Council has reviewed Resolution No. 24-01, public <br /> comment and the documents referenced above; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> CITY OF EVERETT THAT: <br /> The City Council finds that Site 5, the two blocks located in downtown Everett <br /> legally described as Blocks 686 and 687, Plat of Everett, as per the plat recorded in <br /> Volume 3 of Plats, page 32, records of Snohomish County, Washington, and Blocks 686 <br /> and 687, Plat of Everett Land Company's First Addition to Everett as per the plat <br /> recorded in Volume 3 of Plats, page 20, records of Snohomish County, Washington, is <br /> the best site for the Special Events Facility and concurs with the Everett Pubic Facilities <br /> District in this selection. <br /> 2 <br /> m24254-122628.doc <br />
