. <br /> A .q <br /> AV"."4 <br /> RESOLUTION NO. 5037 <br /> A RESOLUTION In Support of a Grant Application to the National Park Service, Urban <br /> Park and Recreation Recovery (UPARR) for Funding Playground Improvements to <br /> Wiggums Hollow Park <br /> WHEREAS, the City of Everett Parks and Recreation Comprehensive Plan (1999-2000) <br /> identified the need for neighborhood park improvements, specifically in our older parks in the <br /> north area of Everett; and <br /> WHEREAS, the recent adopted Master Plan for Wiggums Hollow Park outlines a major <br /> rehabilitation to the park over the next few years; and <br /> WHEREAS, Wiggums Hollow Park has National Park Service, Urban Park and Recreation <br /> Recovery (UPARR) grant funding opportunities available for rehabilitation of previously <br /> funded UPARR improvements in the park during the late 1970's; and <br /> WHEREAS, Wiggums Hollow Park rehabilitation project will provide the public with an <br /> opportunity to expand the current use of the park, and <br /> WHEREAS, the City Council of the City of Everett finds that the Wiggums Hollow Park <br /> improvement project will: <br /> 1. Implement adopted plans and policies related to park improvements and park facilities <br /> developed in partnership with the Neighborhood organization, Everett Park foundation, <br /> and Everett Housing Authority. <br /> 2. Provide needed safety improvements, park amenities, and pedestrian friendly use for <br /> families. <br /> 3. Support previous investments that the City and County have made in recreational <br /> improvements in the vicinity. <br /> 4. Encourage greater public ownership of this unique neighborhood asset. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT AS FOLLOWS: <br /> Section 1: <br /> 1. That the City Council of the City of Everett authorize the Mayor to make formal <br /> application to the National Park Service, Urban Park and Recreation Recovery (UPARR) <br /> program for funding assistance. <br /> 2. That any fund assistance received is used for the development of playground and park <br /> facilities. <br /> 3. That the City of Everett Parks and Recreation anticipates its share of the project funding <br /> will be derived from general funding, (CIP 5). <br />
