OP(.1%//mmA <br /> RESOLUTION NO. 5030 <br /> A RESOLUTION appointing members of the Board of Directors <br /> of the Everett Public Facilities District established by Ordinance <br /> No. 2511-01 pursuant to Chapter 165, Laws of Washington 1999, <br /> codified as Chapter 35.57 RCW, specifying the terms for each <br /> board member and setting December 31 of each year as the end of <br /> the board member's respective terms. <br /> WHEREAS, the City of Everett is a municipal corporation operated as a charter <br /> city, organized and existing under and by virtue thereof and the laws of the State of <br /> Washington; and <br /> WHEREAS, the City Council for the City of Everett, Washington has determined <br /> that it is in the best interests of the City and its citizens to take advantage of the <br /> provisions of Chapter 35.57 RCW, and by Ordinance 2511-01 has formed and established <br /> the Everett Public Facilities District, a separate municipal corporation pursuant to RCW <br /> 35.57.010(4), which is authorized to undertake the design, construction, operation, <br /> promotion and financing of a regional center; and <br /> WHEREAS, RCW 35.57.010 (3) (a) requires that the board of directors of the <br /> public facilities district created by a single city shall be governed by a board of directors <br /> consisting of five members three of whom are appointed based on recommendations from <br /> local organizations that may include,but not be limited to, the local chamber of <br /> Commerce, local Economic Development Council and local Labor Council; and <br /> WHEREAS, RCW 35.57.010 (3) (a)requires that of the initial members, one <br /> must be appointed for a one-year term, one must be appointed for a two-year term, one <br /> must be appointed for a three-year term and the remainder must be appointed for four- <br /> year terms; and <br /> WHEREAS, Allan Darr has been recommended by the Snohomish County Labor <br /> Council to serve as a member of the board of directors of the Everett Public Facilities <br /> District because of his experience in construction and labor issues; and <br /> WHEREAS, Karen Shaw and Richard Anderson have been recommended by the <br /> Economic Development Council of Snohomish County to serve as members of the board <br /> 1 <br />
