of directors of the Everett Public Facilities District because of their private sector <br /> business experience and their roles as members of the citizens committee which reviewed <br /> the City's feasibility study of the proposed regional center; and <br /> WHEREAS, Earl Dutton has been nominated by Mayor Hansen to serve as a <br /> member of the public facilities district board of directors because he has significant <br /> private sector experience as an electrical contractor, has eighteen years of public sector <br /> experience as a member of the Everett School District Board (1973-1991) and has <br /> extensive experience with major construction projects which will be particularly <br /> important during the design and construction of the regional center; and <br /> WHEREAS, Ed Hansen has been recommended by both the Everett Area <br /> Chamber of Commerce and the Economic Development Council of Snohomish County to <br /> serve as a member of the board of directors of the Everett Public Facilities District; and <br /> WHEREAS, several members of the City Council have individually requested <br /> Mayor Ed Hansen to serve as a member of the public facilities district board of directors; <br /> and <br /> WHEREAS, the City Council finds the position of Mayor of the City of Everett <br /> and the position of a board member of the Everett Public Facilities District are <br /> compatible for the following reasons: (a) the public facility district is created by the <br /> Everett City Council to undertake to build a regional center for the City of Everett; (b) the <br /> regional center, if its construction is undertaken by the Everett Public Facilities District, <br /> will be constructed on land owned by the City and leased to the Everett Public Facilities <br /> District; (c) the City may incur financial risk during the construction of and financing of <br /> the regional center; (d) the City has a strong interest in the success of the regional center; <br /> (e)the City Council retains the continuous right to appoint all members of the public <br /> facilities district board of directors throughout the district's existence; and (f)the City <br /> Council retains the right to terminate the public facilities district after the district's <br /> outstanding bonded indebtedness has been satisfied; and <br /> WHEREAS, the following persons have been nominated for Council approval to <br /> serve as members of the public facilities district board of directors: Karen Shaw, Ed <br /> Hansen,Allan Darr, Richard Anderson and Earl Dutton; <br /> 2 <br />
