The Project The concept for the project is to develop a new multi -purpose event center in a location which enhances the opportunities for success of both the center and any planned or existing ancillary development. Performance criteria and qualitative goals are consistent with those of the City, align with financial realties set forth by the feasibility study, and are competitive within the industry. Process The City of Everett commissioned Ellerbe Becket through a subcontract with Brailsford and Dunlavey, to complete the following: ® Craft a preliminary building program which responds to the findings and recommendations of the market analysis and feasibility study. ® Evaluate alternative sites for the project and make a final site recommendation. ® Ellerbe Becket worked closely with the Mayor's office staff and Brailsford and Dunlavey the financial and market analysis consultant. • Ellerbe Becket made regular presentations to the City, which then provided direction at appropriate points in the process. Summary Development Program — Facility Requirements The following space descriptions and program goals respond to requirements of the market analysis and feasibility for an event center in the Everett area. The primary events for use and their maximum capacities are as follows: ® Minor League Hockey 6,000-8,000 ® End & Center Stage Concerts 10,000 ® Minor League Professional Basketball 6,000-10,000 ® Professional Indoor Soccer 6,000-8,000 ® Professional Indoor Lacrosse 6,000-8,000 ® Professional Indoor Football 6,000- 10,000 ® Competitive Indoor Figure Skating 4,500- 7,000 ® Professional Ice Shows 4,500-7,000 ® Family Shows and Circus 6,000-9,000 • High School Sport Tournaments 6,000- 9,000 ® Exhibition Sports (pro wrestling, rodeo) 7,500-10,000 ® Trade and Flat Shows30,000 SF The preceding table assumes a seating bowl of approximately 8,000 seats. The capacity ® f this seating bowl can be adjusted as desired through retractable seating sections. This will have a minimal impact on the overall size of the `footprint" of the building. The overall capacity is more critical in determining the size of the facility. Facility Requirements The following is a summary of the general requirements for a facility to house the desired events. This summary is followed by the conceptual plans and sections and the area tabulation summary. The building will break down into three primary groups of users — Guest, Event, and Operations. The discussions of these items are as they relate to the site selection process. This would include general description, sizing information, orientation and placement issues and special requirements raised to date.
