SITE <br />ANALYSIS <br />late, which will benefit existing businesses <br />and grow a market for other ancillary <br />development. <br />The Project <br />The concept for the project is to develop a new <br />multi -purpose event center in a location which <br />enhances the opportunities for success of both <br />the center and any planned or existing ancillary <br />development. Performance criteria and <br />qualitative goals are consistent with those of the <br />City, align with financial realties set forth by the <br />feasibility study, and are competitive within the <br />industry. <br />Process <br />The City of Everett commissioned Ellerbe <br />Becket through a subcontract with Brailsford and <br />Dunlavey, to complete the following: <br />® Craft a preliminary building program which <br />responds to the findings and <br />recommendations of the market analysis <br />and feasibility study. <br />® Evaluate alternative sites for the project and <br />make a final site recommendation. <br />® Ellerbe Becket worked closely with the <br />Mayor's office staff and Brailsford and <br />Dunlavey the financial and market analysis <br />consultant. <br />• Ellerbe Becket made regular presentations to <br />the City, which then provided direction at <br />appropriate points in the process. <br />Summary Development Program — Facility <br />Requirements <br />The following space descriptions and <br />program goals respond to requirements of the <br />market analysis and feasibility for an event <br />center in the Everett area. The capacity <br />® f this seating bowl can be adjusted as desired <br />through retractable seating sections. This will <br />have a minimal impact on the overall size of the <br />`footprint" of the building. The overall capacity <br />is more critical in determining the size of the <br />facility. <br />Facility Requirements <br />The following is a summary of the <br />general requirements for a facility to house the <br />desired events. This summary is followed by the <br />conceptual plans and sections and the area <br />tabulation summary. The building will break <br />down into three primary groups of users — Guest, <br />Event, and Operations. The discussions of these <br />items are as they relate to the site selection <br />process.
