SITE <br />ANALYSIS <br />Multipurpose Arena Study <br />Location and Site Criteria <br />The City of Everett identified five (5) <br />sites to be considered for analysis for an event <br />center. The five sites include East Broadway, <br />Everett Station, Pacific Avenue, Broadway <br />Pacific and Hewitt Avenue sites. These five sites <br />have been fully analyzed and evaluated using the <br />following criteria. <br />Site Requirements <br />When evaluating alternative sites <br />certain criteria were established by which the <br />sites were judged. These criteria respond to those <br />suggested in the market analysis and feasibility <br />study. Site selection criteria must always be in <br />concurrence with broader goals and visions for <br />the community. The following are considered <br />key criteria important in identifying a successful <br />project site: <br />Image <br />Arenas and Convention Centers are <br />highly imageable buildings within communities. <br />As community assembly facilities they become <br />landmarks, icons and elements of civic pride for <br />the community, and play a leading role in <br />shaping the experience and memory of visitors <br />and residents of those communities. The site <br />selected for Everett should lend itself to <br />development of The Event Center as a new icon <br />for the city. The site should be visible and relate <br />to downtown as the image center of Everett. <br />Relationships and Adjacencies <br />Consideration of functional adjacencies, which <br />enhance the experience of Event Center <br />attendees, is important. Examples of these <br />relationships include parking, hotels, restaurants, <br />and cultural and entertainment alternatives. <br />An event center in Everett should be <br />within walking distance of entertainment options <br />and hotels. The pedestrian environment linking <br />these elements must be of a quality and character <br />which encourage people to walk. These routes <br />should be along active streets, which are well <br />lighted, and void of vacant storefronts and vacant <br />lots. <br />The relationship between the event <br />center and other amenities can work both ways. <br />Locating the facility where the needs of the users <br />are immediately available enhances existing <br />businesses. This increased activity spurs other <br />kinds of development of all types. Residential <br />development is drawn to entertainment and <br />restaurant — life after 5 OOpm — opportunities. <br />Office and commercial development is attracted <br />by the growth in the market and by available <br />daytime parking provided by the facility. <br />Vehicular Access <br />Vehicular and pedestrian access is very <br />important. Vehicular routes to and from the <br />facility must be clear and direct. Streets and <br />highways serving the project must have adequate <br />capacity to serve peak demands. An event center <br />will serve both as an arena for Drting, concerts <br />and other cultural events; and meeting or <br />limited convention/banquet sp, :.
