Because the area where the FSA helipad is proposed is bordered by residential use on three <br /> sides and includes recreational use in the direct vicinity of the FSA site, any such noise, as well <br /> as any potential safety hazards, arising from helicopter operations are not adequately minimized <br /> when FSA has access to helicopter landing facilities approximately 4 miles away at Paine Field <br /> Airport; and <br /> 9.
