24. The Planning Commission held public hearings on this matter on July 11, 2000, and on <br /> September 5, 2000, to consider this proposal; and <br /> 25. The Planning Commission did adopt a resolution recommending to City Council approval of the <br /> helicopter landing facility with certain conditions; and <br /> 26. City Council held public hearings on November 15, 2000, and December 4, 2000; and <br /> 27. Included in City Council's record were the records from the Planning Commission's <br /> consideration of this matter plus those documents submitted during Council's consideration of <br /> this matter; and <br /> WHEREAS, the City Council concludes: <br /> 1. A helipad at FSA's site is not listed in the City's Comprehensive Plan for the Southwest Everett <br /> subarea as a permitted or accessory activity; and <br /> 2. Southwest Everett is already served by an airport,Paine Field, that adequately provides for the <br /> air transportation needs of the applicant, neighborhood, and district; and <br /> 3. Paine Field Airport slightly reduces but generally maintains the utility of the helicopter in <br /> moving management personnel and others to and from their Everett facility; and <br /> 4. Potential safety hazards or undesirable noise impacts and nuisances would be minimized to a <br /> greater extent by the use of the existing landing facilities at Paine Field rather than the FSA site; <br /> and <br /> 5. The proposal does not meet all of the General Criteria listed in the Zoning Code (E.M.C. <br /> 19.41.150.C). Specifically it will generate nuisance irritants such as noise and safety concerns <br /> (E.M.C. 19.41.150C.8). Further, it does not meet"the need of the . . . district for a special <br /> property use" (E.M.C. 19.41.150C.1)because it is located within four (4)miles of Paine Field <br /> Airport and is for FSA's sole use. In addition, the improvement is not compatible with <br /> surrounding properties with more sensitive land uses (E.M.C. 19.41.150C); and <br /> 6. The proposal does not meet all of the Specific Criteria listed in E.M.C.19.41.150D.1.(d). <br /> Specifically, the proposal would be inconsistent with(d)(4); and <br /> 7. Specific Criteria Number 4 (E.M.C. 19.41.150D.1(d)(4))requires that helipads be located so as <br /> to avoid safety hazards and minimize noise impacts particularly on residential land uses; and <br /> 4 <br />
