1) Located near public transit facilities or along transit corridors; <br /> Response: The subject site fits the locational criteria, it is near the transit <br /> corridor on Evergreen Way. But the feasibility of seniors reaching, or more <br /> importantly, returning from the bus stop is open to question according to a <br /> senior staff member working at the Everett Senior Center who visited the <br /> site. While active seniors may enjoy and make good use of such a location, <br /> the regular use of autos would need to be anticipated. <br /> 2) Located near employment areas; <br /> Response: The proposal meets the criteria. <br /> 3) Located near commercial services or community facilities such <br /> as parks, community centers or schools; <br /> Response: The proposal meets the criteria. Community facilities are <br /> present in the commercial/retail areas along Evergreen Way. There is no <br /> community center nearby but would be available by bus. The nearest <br /> school is Madison Elementary on the west side of Evergreen Way. <br /> b) Creates a transition from high intensity uses, such as commercial or <br /> industrial development to lower density residential neighborhoods; <br /> Response: The proposal does not address the intent of this policy since a <br /> strong transition feature is already in place, namely the three story high <br /> retaining wall which separates the commercial area to the west from the <br /> single family neighborhood to the east, including the subject site. The single <br /> family neighborhood area is a homogenous area, protected from the need of <br /> additional transitional uses by the retaining wall. <br /> c) Are not disruptive of existing single family neighborhoods; <br /> Response: the proposal fails to meet this criteria. At this time the <br /> neighborhood is characterized by brick bungalow style homes, all with the <br /> same look and apparent age. Replacing the four homes on the subject site <br /> with the new look, size and bulk of a set of multi family buildings would have <br /> a disrupting impact on the rest of the homes in the immediate area and to <br /> some extent on the neighborhood. The change would suggest the <br /> possibility of additional multi family structures along the rest of the <br /> commercial/residential border to the north, along Berkshire. The <br /> topography of this location supports the cohesive nature of the <br /> neighborhood in that the retaining wall creates a distinct transition from the <br /> commercial area to the west. A change such as that proposed would be <br /> disruptive. <br /> 5 <br />
