d) Are already developed with a significant amount of multiple family <br /> housing; <br /> Response: Fails to meet this criteria. The neighborhood has no multiple <br /> family housing. There is a multiple family development down hill and south <br /> of Madison Street, but it has no affect on the character of the neighborhood <br /> in question. <br /> e) Are adjacent to permanent open space: <br /> Response: fails to meet the intent of this criteria. <br /> f) Relevant Policies from the Land Use Element. The subject site is <br /> designated 1.2 (Single Family Detached, 5-10 Dwellings per gross acre). <br /> The land use element contains the following Policies regarding housing <br /> opportunities, increased residential densities, and beautification. <br /> 1) Policy 1.1.1, Assure a wide range of housing opportunities <br /> throughout the entire community, while preserving and creating <br /> distinct residential neighborhoods. <br /> Response: The immediate area contains a wide range of housing, <br /> including multifamily housing next to, but below, distinct single <br /> family areas. The specific neighborhood in question is already set <br /> at a higher density (R-2) zone than the R-1 area to the southeast. <br /> This is an area that already meets the objective of the policy. <br /> Changes to the existing pattern would detract from the distinct <br /> appearance and function of the existing neighborhood. <br /> 2) Policy 1.1.2, Promote increased densities and alternative housing <br /> types in all residential neighborhoods through appropriate design <br /> standards which reinforce the singe family character of areas zoned <br /> single family, and which assure that multiple family developments <br /> integrate with and enhance the neighborhood in which they are <br /> permitted. <br /> Response: The area has already undergone an increase in density <br /> as a result of reducing R-2 lot size requirements under GMA. The <br /> proposal would further the increased density and alternative <br /> housing-type criteria but at the expense of the inability to integrate <br /> the bulk and mass of two multi family structures into the location <br /> where four homes currently exist. This would not enhance the <br /> character of the neighborhood. <br /> 6 <br />
