RESOLUTION NO. 4 9 2 5 <br /> A RESOLUTION In Support of a Grant Application to the Interagen mittee or <br /> Outdoor Recreation (IAC) for Funding a Pedestrian Bridge over the Sno' : .1 ish ' ' er to <br /> Langus Riverfront Park <br /> WHEREAS, the City of Everett Parks and Recreation Comprehensive Plan (1999-2000) <br /> identified the need for a bicycle and pedestrian trail connection between Langus Riverfront Park <br /> and the East Marine View Drive area of Everett; and <br /> WHEREAS, a pedestrian-bicycle bridge across the Snohomish River in the vicinity of Interstate <br /> 5 is included in the Transportation Element of the Everett Growth Management Comprehensive <br /> Plan; and <br /> WHEREAS, Langus Park has State Interagency for Outdoor Recreation grant funding for the <br /> acquisition and development of the park; and <br /> WHEREAS, the habitat restoration and enhancement proposed in conjunction with the bicycle <br /> and pedestrian bridge project will provide the public with an opportunity to learn about salmon <br /> recovery efforts and benefits; and <br /> WHEREAS, the City Council of the City of Everett finds that the proposed bicycle and <br /> pedestrian bridge across the Snohomish River, combined with related trail improvements on <br /> Smith Island will: <br /> 1. Implement adopted plans and policies related to park improvements and non-motorized trail <br /> facilities; and <br /> 2. Provide a direct and safe connection to Langus Riverfront Park; and <br /> 3. Allow the public to enjoy existing recreational facilities and aquatic resource lands on both <br /> Smith and Spencer Islands; and <br /> 4. Create greater continuity with existing and planned trail systems in Everett; and <br /> 5. Support previous investments that the City and County have made in recreational <br /> improvements in the vicinity; and <br /> 6. Encourage greater public contact with and understanding of the unique shoreline <br /> environmental resources in the Snohomish River delta. <br />
