Lze <br /> ORDINANCE NO. <br /> AN ORDINANCE relating to the Citizen's Charter Review Committee <br /> and repealing Ordinance 506-78 (EMC Chap. 2.98) <br /> WHEREAS, City Council passed Ordinance 506-78 on March 22, 1978 to provide for <br /> review of the City's Charter by a Citizen's Review Committee, which ordinance is codified at <br /> EMC Chap. 2.98; and <br /> WHEREAS, the City Charter was amended on November 5, 1996 by adding Section <br /> 16.5 to provide for decennial review of the City's Charter by a Citizen's Review Committee; and <br /> WHEREAS, Ordinance 506-78 duplicates and/or potentially conflicts with the Section <br /> 16.5 of the Charter and is no longer necessary; <br /> NOW,THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Ordinance No. 506-78 (EMC Chap. 2.98), which reads as follows: <br /> Section 1: A Charter Review Committee is hereby created to be comprised of persons <br /> from the community designated by the Mayor. <br /> Section 2: The Charter Review Committee is created to examine and evaluate the City of <br /> Everett Charter and to recommend to the City Council changes, if any, the <br /> Committee feels is appropriate. <br /> Section 3: Members of the Charter Review Committee shall not receive any <br /> compensation; provided, however, the Committee is authorized to expend up <br /> to three thousand dollars ($3,000) as needed for support expenses it deems <br /> necessary and reasonable or such other monies the City Council shall allocate <br /> to the Committee. Said three thousand dollars ($3,000) shall be paid out of the <br /> City Council Contingency Fund. <br /> Section 4: An emergency is hereby declared to exist and this ordinance shall take effect <br /> upon becoming valid. <br /> Be and the same are hereby repealed. <br /> Section 2: Severability. The City Council hereby declares that should any section, paragraph, <br /> sentence, clause or phrase of this ordinance be declared invalid for any reason, it is the intent of <br /> the City Council that it would have passed all portions of this ordinance independent of the <br /> elimination herefrom of any such portion as may be declared invalid. <br /> 19 1 <br />
