Due to the <br /> continuing escalation in the cost of construction material especially steel, it became apparent that above <br /> ground replacement utilizing steel trestle to support the pipes is becoming more and more expensive. A re- <br /> evaluation of design alternatives was conducted in order to determine the most cost effective replacement <br /> option. The analysis showed that replacing both transmission lines under ground, utilizing Horizontal <br /> Directional Drilling (HDD) methods is the most cost effective option and will have the least environmental <br /> impacts. The capital cost for the HDD option is estimated at$21.3 million compared to $23.7 million for the <br /> above ground replacement. The capital costs do not include maintenance costs over the life of the project <br /> which will be considerably lower for the HDD option than for the above ground replacement. This <br /> amendment will authorize MWH to proceed with the HDD design for the replacement of both transmission <br /> lines. <br /> The authorized amount was $825,152 for the original contract, $1,163,535 after supplemental agreement 1, <br /> $1,347,939 after supplemental agreement 2, and will become$2,088,208 after supplemental agreement 3. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Authorize the mayor to sign Supplemental Agreement No. 3 with MWH Americas, Inc. to develop <br /> alternative design for Phase 6 of the Replacement of Water Transmission Lines 2 & 3 in the amount of <br /> $740,269. <br /> 0 <br /> S SNasr\TL Phases 6&7\Agenda-Supplemental Agreement No 3.doc <br />
