Due to the continuing escalation in the cost of construction material especially steel, it became apparent that above ground replacement utilizing steel trestle to support the pipes is becoming more and more expensive. A re- evaluation of design alternatives was conducted in order to determine the most cost effective replacement option. The analysis showed that replacing both transmission lines under ground, utilizing Horizontal Directional Drilling (HDD) methods is the most cost effective option and will have the least environmental impacts. The capital cost for the HDD option is estimated at$21.3 million compared to $23.7 million for the above ground replacement. The capital costs do not include maintenance costs over the life of the project which will be considerably lower for the HDD option than for the above ground replacement. This amendment will authorize MWH to proceed with the HDD design for the replacement of both transmission lines. The authorized amount was $825,152 for the original contract, $1,163,535 after supplemental agreement 1, $1,347,939 after supplemental agreement 2, and will become$2,088,208 after supplemental agreement 3.
