7 <br /> EXHIBIT A-3 <br /> SCOPE OF WORK <br /> CITY OF EVERETT <br /> ENGINEERING SERVICES <br /> FOR <br /> REPLACEMENT OF WATER TRANSMISSION LINES 2 AND 3—PHASE 6 <br /> HDD PROJECT <br /> INTRODUCTION <br /> The City's objective for this project is to replace sections of its Water Transmission Lines No 2 <br /> and 3 in phases over several years as described in the City's capital improvement program. This <br /> portion of the project includes preliminary and final design/bidding for the proposed Phase 6 <br /> Horizontal Directional Drilling (HDD) project. The City reserves the right to amend this <br /> contract to include construction management services for Phase 6 and subsequent phases of the <br /> "Replacement of Water Transmission Lines 2 and 3 Project" if it so chooses. <br /> Design of the Replacement of Water Transmission Lines 2 and 3 - Phase 6 was completed in <br /> early 2005 based on an above-grade pile supported elevated steel pipeline. The bid proposals <br /> received at the April 2005 bid opening were considerably above the City's allocated budget for <br /> the project. An assessment of four re-design options were completed which consist of the <br /> following: 1) Modifications to the current pile supported pipeline design, 2) Use of an extended <br /> at-grade road, 3) Buried pipeline located south of the dike and 4) Horizontal Directional Drilling. <br /> The City selected the HDD option which this scope of work is based on. <br /> Phase 6 of the replacement project involves replacement of approximately 4,175 ft of existing <br /> 48-inch diameter pile supported pipe for Transmission Lines 2 and 3 (approximately 8,350 feet <br /> total) extending from the east end of the west segment of the Phase 5 replacement project <br /> (approximately Station 787+25 +/-) to a point on the west side of Home Acres Road <br /> (approximately Station 745+50). The pipeline design will be based on use of a horizontal <br /> directional drilling (HDD) construction method, described as Option 4 in a MWH memorandum <br /> dated January 19, 2006. Option 4 consists of installing twin 48-inch diameter, approximately <br /> 3680 lineal foot long steel pipelines utilizing HDD methodology in addition to relatively short <br /> lengths of elevated and/or buried transition pipeline sections located at each end of the boring. <br /> The scope of work for the project includes three major categories of work tasks, as follows: <br /> • Project Management, Meetings, and Quality Assurance/Quality Control <br /> • Preliminary Design and Project Permitting <br /> • Final Design and Bidding Assistance <br /> Additional services, as directed by the City, and services to be provided by the City are also <br /> identified. <br /> 41 <br /> MWH Page 1 EVERETT PHASE 6 HDD PROJECT <br /> 5/1/06 EXHIBIT A-3-SCOPE OF WORK <br />
