EXHIBIT A-3 <br /> SCOPE OF WORK <br /> D. Prepare a Predesign Memorandum. The predesign evaluation will be summarized in a <br /> memorandum describing the proposed design concept and the recommended design <br /> parameters. This document will be a prepared as a stand alone document separate from the <br /> previous Phase 6 Predesign Memorandum dated October 2003. The memorandum will <br /> present the following: introduction and background information, description of existing <br /> conditions, proposed construction methods and sequencing, permit requirements, and <br /> project implementation (i.e. preliminary cost estimates and schedule) for the selected HDD <br /> project configuration. This memorandum will be provided to DOH and other appropriate <br /> regulatory agencies in support of permit applications. The Predesign Memorandum will <br /> reference and attach the findings presented in the Geotechnical Design Memorandum and <br /> the HDD Basis of Design Report prepared under Task 5. Meet with the City to receive <br /> comments and review the draft submittal. Eight (8) copies of the draft and eight (8) copies <br /> of the final memorandum will be provided to the City. The final memorandum will be <br /> prepared after completion of the predesign workshop described in Task 6E below. <br /> E. Predesign Workshop. Prior to completing the final Predesign Memorandum, a Predesign <br /> Workshop will be conducted at the City's office to discuss the Phase 6 predesign <br /> conclusions and recommendations. The purpose of the workshop is to provide City staff an <br /> opportunity to discuss and understand the important decisions presented in the Predesign <br /> Memorandum and obtain consensus from City staff before proceeding with final design. In <br /> particular the MWH project team will lead interactive discussions with City staff on the <br /> following topics: HDD preferred alignment and staging requirements, construction <br /> sequencing and schedule, operational and maintenance considerations, HDD installation <br /> risks, permitting requirements and recommended approach for bidding the project. The <br /> workshop duration will be up to one full day. <br /> F. HDD Lessons Learned. A brief summary of lessons learned will be compiled for four to <br /> five previously completed large diameter HDD projects. The compiled information will <br /> assist MWH in identifying and mitigating potential project risks during the final design by <br /> incorporating appropriate design criteria into the contract documents. BSE will contact the <br /> client for each HDD project along with the project engineer and HDD contractor as <br /> appropriate, to obtain information pertaining to project conditions, design criteria and <br /> contract requirements and project construction. In particular, the lessons learned will focus <br /> on field changes, problems and/or claims that may have occurred during the construction <br /> period and identifying approaches that may have been taken that could help minimize these <br /> events from occurring on the Phase 6 HDD project. <br /> G. Scope Review. The subsequent preliminary design drawings, final design and permitting <br /> work will be based on the approved concepts and layouts as established in the predesign <br /> memorandum developed in Task 6. For the purposes of this scope of work and the <br /> associated budget for the remaining tasks, it is assumed that the HDD alignment will be <br /> constructed parallel to the existing pipelines (and located within the City's transmission <br /> corridor easement) with transition sections connecting to the existing pipeline on either end <br /> of the Phase 6 project. The design of the west transition section will use a pile-supported <br /> elevated pipeline. The design of the east transition section will use either a pile-supported <br /> elevated or buried pipeline.
