7 <br /> EXHIBIT A-3 <br /> SCOPE OF WORK <br /> remaining project work scope will be reviewed by the City and Engineer. No significant <br /> changes in the preliminary design concept, added alternatives nor other changes to the <br /> planned bid document content will be made except through mutual agreement between the <br /> City and Engineer, including applicable scope of work and budget revisions. <br /> Task 7. Preliminary Drawings <br /> Prepare preliminary plan drawings to be presented on half size sheets (11 by 17 inches). The <br /> drawings will use a scale of 1-inch equals 20 feet for the plan and profile (based on full size <br /> drawings). The drawings will show stationing, existing utilities and transmission lines, any <br /> planned construction by others, existing pipeline locations, geotechnical boring locations, critical <br /> areas, proposed mitigation measures for critical areas (i.e. restoration), and preliminary details <br /> for connections and appurtenances. It is assumed that the restoration strategies developed for the <br /> permitted pile- supported elevated pipeline design can be applied to the west pipe connection <br /> area and the east pipe connection area located west of Home Acres Road. However, if the east <br /> end connection of the Phase 6 pipeline is located east of Home Acres Road, one (1) additional <br /> restoration drawing will need to be prepared. The plan set will be completed to an approximate <br /> 30 percent level of effort for environmental (JARPA) permit submittals. <br /> Task 8. Permit-Related Studies <br /> To prepare this scope of work some assumptions have been made to serve as the basis for <br /> determining the appropriate level of effort required for this project including Tasks 8, 9, and 10. <br /> The assumptions made are as follows: <br /> 1. The HDD alignment parallels the existing water pipelines within the current City of <br /> Everett transmission corridor easement. The pipeline connection transition section <br /> located west of the proposed HDD section, construction method, access, and staging <br /> area will be similar to the previously permitted pile-supported elevated pipeline <br /> configuration and construction approach. <br /> 2. The pipeline connection transition section located east of the HDD will need <br /> additional staging area compared to the area available from the previously permitted <br /> (2005) Phase 6 project. It is assumed that preliminary design considerations for the <br /> east pipeline connection will focus on: 1) location of pipe connection (west or east of <br /> Home Acre Road); 2) construction method (pile-supported elevated or buried); and 3) <br /> staging area requirements. <br /> 3. Overall sensitive area impacts for the HDD alignment will be significantly less than <br /> the permitted(2005)Phase 6 pile-supported pipeline project. <br /> 4. No wetland delineation (field) work will need to be conducted.
