, \ P .
 5. ihis is a safe method of installation with no violations of the
code.
Dave Simerand of the Mechanical Contractor's Association stated he did not feel
that Ashwell-Twist's proposal is a substantial deviation from the code and that
the Plechanical Contractor's Association is completely behind Ashwell-Twist's
argument.
Ken Callahan, duildin9 Official , distributed photographs taken at the job site
and stated:
1 . High-rise apartments and buildings in other jurisdictions have
no bearing on this case today.
2. Building Officials differ throughout the state in their inter-
pretations; thus He have a ¢oard of Appeals. Also, Bill Carroll
was not aware that this project will have 726 penetrations of
23 shafts when he talked with Ashwell-Twist.
3. Using an illustration on the chalkboard, Mr. Callahan expressed his
concerns about inaintaining the integrity of a two-hour wall with
this type of penetration.
r. Hollister said in his rebuttal that Brian Waugh, the inspector for the City,
had not mentioned any concerns about Ashwell-Twist's plans to install the water
lines in this manner when he met with them at the onset of the project. Mr.
allahan responded that the architectural plans the Building Department reviewed
did not indicate any penetrations of the exhaust shafts and the department has
never approved mechanical drawings for this project, although a request for these
plans was indicated on the plans originally submitted.
Mr. Callahan expressed the opinion that these open-topped shafts will act as
hiinneys should there be a fire.
Mr. Hollister stated• that Ash•ell-Twist understands t4r. Callahan has jurisdiction
for this area and he did not mean to imply othero-iise. Ashwell-Twist wants to
construct a safe building and believes that the figure of 726 penetrations is
misleading. Ne stated that they could possibly sleeve the piping in the shaft
if it was required. He also stated that 1/2" openings in fire-resistive construc-
tion meets code requirements when grouted with approved materials.
'dalt Cooper, Fire Piarshall , made the statement that he feels a shaft will no
longer meet the two-hour requirements of the code when it is oatched; that this
onstitutes perforations rather than penetrations.
The members of the Board were i,..ited to ask questions and John Bryant asked
hat patching material could be used to insure the integrity of two-hour walls.
9i11 Hollister said that this has not been discussed between the Quilding Department
3nd Ashwell-Twist, but that whatever is acceptable to the 6uilding Department would
Se used. hlr. Callahan said that material that will meet the twn-hour requirement
3nd that is UL approved is acceptable, hoaever, he knows of no such product.
Spackle or sheet rock mud burns in 15 minutes and he viould not consider these
roducts acceptable.
-2-
 -
