�, <br /> --� . . , <br /> FINAL DECLARATION OF NON-SIGNIFICANCE N80-15 <br /> The proposed action is the issuance of building and grading permits to a:low the <br /> construction of a one-story, 4,000 sq. ft. office buildinq with a 1,000 sq. ft. <br /> attached garage area. The following factors were considered and the listed re- <br /> quirements were placed in response to comments submitted by various City depart- <br /> ments durinq their review of an Environmental Checklist for this proposal: <br /> 1. The site is zoned C-2, Heavy Commercial-Light Industrial Zone, which would <br /> allow this use. The site was occupied by appsoximately 6 older single.-family <br /> residences and a number of sheds and detached garages which have been recently <br /> demolished. The site is essentially cleared. An existing east-west alley <br /> divides the site. The site is bounded by commercial use to the west and <br /> single-family residential use to the south and is contiguous to Pacific and <br /> Pine Streets. Existinq sidewalks alonq Pacific and Pine are in a deterior- <br /> ated condition. . <br /> 2. The building and limited parking are proposed for the portion of the site <br /> north of the alley. The main parking area will be south of the alley. <br /> Access is proposed via Pine Street and the alley. 27 parking spaces are <br /> proposed for the entire s�te. Street improvements in conformance with City <br /> ordinances are required including concrete monolithic curbs, with 8-foot <br /> concrete sidewalks along the frontage of the site and of the sidewalk and <br /> curb return at Pine and including handicap curb ramps. One handicap parking <br /> sta11 a minimum of 12 feet in width is required with a ramp for access to <br /> structure. <br /> 3. Drainage shall be designed in conformance with the City's drainage ordi;:ance. . <br /> A grease trap and provision for oil separation are required. <br />( 4. Demolition and sewer capping permits shall be obtained prior to issuance of permits. <br />� 5. A detailed drawing shall be submitted to the Public Works Department shc�uing <br /> parking layout, landscaping, driveways, utilities, storm drainage, and all <br /> required improvements to the public right-of-way. Public Works Departmei�t <br /> approval of these drawings is required before any permits are issued. Ali <br /> improvements shall be completed before Ehe Occupancy Permit is issued. <br /> 6. During construction, Citp streets are to be kept clear of dirt and debris <br /> and all truck traffic to and from the site within the City of Everett shall <br /> be on arterial streets unless otherwise approved by the Public Works <br /> Department. <br /> 7. Participation in the program to fund the north end Sanitary Sewer Interceptor <br /> is required. . <br />
