"IV J <br /> A.fi rlrpJ! 7 <br /> PLANNING DIRECTOR DECISION <br /> Special Property Use <br /> SPU # 14-008 <br /> September 29,2015 <br /> The City of Everett Planning Director grants approval of a request by Seattle SMSA LP dba Verizon <br /> to replace an existing 39.6-foot tall, wood, utility pole with a 100-foot tall, wood, utility pole on City <br /> right-of-way at the southeast corner of the parking lot at the northeast corner of College Avenue and <br /> 47th Street SE. Six panel antennas will be attached near the top of the pole. A 480 square <br /> equipment compound will house five cabinets along with an emergency generator. The following <br /> conditions apply: <br /> 1. The equipment compound must setback a minimum of 10 feet from 47th Street SE and 20 feet <br /> from College Avenue. <br /> 2. Landscaping must be provided per Section 35 of the City of Everett Zoning Code. This includes <br /> landscaping the area between the equipment compound and 47th Street SE. <br /> 3. The equipment compound must be screened with a solid wood fence that is as tall as the <br /> equipment inside the compound. <br /> 4. The antennas and conduit must be similar in color as the utility pole and be flushed mounted. <br /> The Planning Director approved the request based on the following general and specific evaluation <br /> criteria as required by Section 41.150.0 &D of the City of Everett Zoning Code: <br /> 1. The need of the neighborhood, district, or City for a proposed special property use. <br /> Finding: The Applicant states that there is limited service coverage for this area and that a new <br /> wireless communication facility (WCF) is needed to provide adequate telecommunication needs for <br /> the users in this area. <br /> Conclusion: The improved service coverage will provide a public benefit in the surrounding area. <br /> 2. The adequacy of streets,utilities and public services required to serve a proposed use. <br /> Finding: 47th Street SE and College Avenue are paved but without sidewalk. Public Works has not <br /> requested sidewalks to be installed. The WCF requires telephone and electrical services. <br /> Conclusion: Streets and utilities are adequate to serve the proposed use. <br /> 3.
