Finding: The WCF will be unmanned. The facility will generate one monthly vehicle trip for <br /> periodic maintenance. Public Works has not requested a traffic mitigation fee. <br /> Conclusion: There will be no adverse traffic impacts generated by the proposed use. <br /> 4. The provision of adequate off-street parking,on-site circulation,and site access. <br /> Finding: One off-street parking space once a month is needed for the proposed WCF. The <br /> proposed WCF equipment will be placed within the parking lot of the church located at 4634 Alger. <br /> Approximately 51 off-street parking spaces are required for the church. The WCF will remove about <br /> two of these spaces. <br /> Conclusion: Although part of the parking lot is unstriped, there appears to be more than 53 off- <br /> street parking spaces available for the church. There is adequate off-street parking and site access to <br /> serve the WCF. <br /> 5. Compatibility of proposed structures and improvements with surrounding properties, <br /> including the size, height, location, setback and arrangement of all proposed buildings and <br /> facilities, especially as they relate to light and shadow impacts on more sensitive land uses and <br /> less intensive zones. <br /> Finding: The new 100-foot tall, wood pole will replace a 39.6-foot tall wood pole. At the top of the <br /> pole will be six antennas approximately one-foot wide by seven feet tall. The antennas will be brown <br /> to blend in with the pole. Coax cable will extend from the base of the pole up to the antennas. The <br /> WCF's equipment compound will be screened with an eight-foot tall solid cedar fence. <br /> The pole is within the R-1, Single Family Low Density, zone. The height limit is 28 feet. Chapter <br /> 41.150.D.b.(6) allows the maximum height allowed by the R-1 zone to be exceeded without a <br /> variance if the applicant can demonstrate that such height is necessary to adequately serve the needs <br /> of the public. The applicant has submitted RF plot maps which document the need for a WCF at this <br /> location. <br /> Conclusion: The utility pole will be similar to other utility poles in the area. The equipment <br /> compound will have no light or shadow impacts on nearby properties. <br /> 6. The number,size and location of signs,especially as they relate to more sensitive land uses. <br /> Finding: Sign Category D applies. <br /> Conclusion:No signs are proposed. <br /> 7. The landscaping, buffering and screening of buildings, parking, loading and storage areas, <br /> especially as they relate to more sensitive land uses. <br /> 2 <br />
