SPU SPECIFIC EVALUATION CRITERIA: The following findings and conclusions are based <br /> on the criteria established in Section 41.150.D.1.c. of the Zoning Code - Special Property Use <br /> Permits - Evaluation Criteria for Above Ground Utility and Communication Facilities: Only the <br /> applicable criteria have been included. A complete listing of all the specific evaluation criteria is <br /> attached to this decision for reference. <br /> 1. All utility and communication facilities shall be designed,landscaped or otherwise screened <br /> to ensure compatibility with surrounding properties. <br /> Finding: Landscaping and fencing will be provided around the equipment compound. Type III <br /> landscaping is required along the street frontages. <br /> Conclusion: The equipment compound will be adequately buffered from the public rights-of-way <br /> and neighboring properties. <br /> 2. All utility and communication facilities shall be installed underground or within structures <br /> to the greatest extent practical in order to maximize safety and minimize visual and noise <br /> impacts upon surrounding properties. <br /> Finding: It is not practical to construct the equipment underground. The equipment compound will <br /> be enclosed with fencing and vegetation. <br /> Conclusion: The equipment compound will be enclosed with fencing and vegetation. <br /> 3. Communication towers and water storage tanks shall be designed to as to be the lowest <br /> height possible to adequately serve the needs of the community. <br /> Finding: The applicant states that the proposed height and antennas configuration is the minimum <br /> necessary to achieve the needed amount of coverage. <br /> Conclusion: The tower needs to be at this height because of the local topography,surrounding trees, <br /> and the location of neighboring wireless communication network facilities. <br /> This is an administrative decision that is appealable to the City's Land Use Hearing Examiner. An <br /> affected party may appeal the Decision within fourteen days after the decision.
