Finding: Landscape Category B applies. Category B requires a 10-foot wide landscape strip with <br /> street trees every 30 feet along 476 Street SE and College Avenue. There is landscaping along 47th <br /> Street SE and College Avenue that provides the required width, street trees, and ground cover. The <br /> remaining area between the WCF's equipment compound and 47th Street SE must be landscaped <br /> Conclusion: A landscape plan must be submitted with the building permit application. <br /> 8. The generation of nuisance irritants such as noise, smoke, dust, odor, glare, visual blight or <br /> other undesirable impacts. <br /> Finding: At a distance, the taller utility pole should be more noticeable than the existing pole but up <br /> close,the visual impacts should be similar. There will be a minimal amount of noise generated from <br /> the air conditioning units within the cabinets and at times the backup emergency generator within a <br /> enclosure will generate some noise during power outages. <br /> Conclusion: The communication facility should not generate any significant amount of undesirable <br /> impacts. <br /> 9. Consistency with the goals and policies of the Everett General Plan for the area and land <br /> use designation in which the property is located. <br /> Finding: The site is designated 1.2, Single Family 5-10 dwellings per gross acre, on the City of <br /> Everett's Comprehensive Plan map. The Comprehensive Plan states that Utilities should be <br /> compatible with surrounding uses. <br /> Conclusion: The use of a wood pole, which is commonly used throughout the city, for the proposed <br /> WCF should make the use compatible with the surrounding area. The use is consistent with the <br /> Everett General Plan. <br /> 10. Compliance with the provisions of this Ordinance and other City, State and Federal <br /> regulations. <br /> Finding: All necessary building and associated permits must be obtained for the proposal prior to <br /> construction. <br /> Conclusion: The proposal will comply with the provisions of the City's Zoning Code and the <br /> applicant must obtain any required State and/or Federal permits. <br /> 11. Accessibility to public transit, and traffic reduction measures proposed by the applicant to <br /> reduce dependence of the proposed use on the automobile. <br /> Finding: The site will be unmanned. Transit services are not needed to serve the site. <br /> Conclusion: No traffic reduction measures are required. <br /> 3 <br />
