FINAL DECLARATION OF NON -SIGNIFICANCE <br />SEPA # 2-84 <br />This Final Declaration of Nonsignificance shall expire one year from <br />date of issuance unless a completed building permit application has <br />been submitted within that time. A request for a one year extension of <br />this Final Declaration of Nonsignificance may be made to the Planning <br />Director prior to the expiration date. <br />Description of Proposal - The prerosed action is the issuance of grading and <br />public works permits to allow the construction of an approximately 35 stall <br />parking lot. The following factors were considered and the listed <br />requirements were placed based upon comments submitted during our review of an <br />Environmental Checklist for this proposal: <br />1. The site is zoned G-2, Heavy Commercial -Light Industrial Zone, which <br />would allow the proposed use. <br />2. A portion of the proposed parking area is on land which will be leased <br />from the state. The proposed site is currently vacant and abuts the <br />I-5 freeway. A copy of the lease agreement must be provided to the <br />City prior to the issuance of any permits for parking lot construction. <br />3. The proponent also owns the adjacent property which is developed with <br />two structures totaling approximately 9,350 sq. ft. The test facility <br />currently employs approximately 55 people, with a maximum daytime shift <br />of 35 employees. Parking required by zoning code for this use is 12 <br />stalls. The.12 stalls required by Zoning Code is inadequate to meet <br />the demand generated by the use. The proposed parking lot provides :5 <br />parking stalls which is approximately 1 parking stall for each employee <br />on the maximum shift: the proposed parking is adequate to mitigate <br />parking impacts generated by the existing testing laboratory use. <br />4. Landscaping of the parking lot must be provided in compliance with <br />Section 19.40.050 of the Zoning Code (a minimum of 5% of the parking <br />area), and landscape screening consisting of evergreen plant materials <br />shall be provided adjacent to the I-5 freeway. <br />5. Two mobile office units have previously been moved onto the site. The <br />use of the mobile units is permitted for a period of one year from the <br />date of issuance of this Final Declaration. The mobile units are <br />permitted as a temporary use only when additional construction activity <br />is anticipated: within the one year period the mobile units are <br />permitted, the applicant shall submit a conceptual plan to the City <br />whch indicates additional development anticipated. <br />6. The proponent has acquired additional property to the south and <br />anticipates expansion into this area in the future. Any future <br />development must comply with all pertinent environmental (SEPA) and <br />construction permit procedures. <br />7. Detailed drawings, in accordance with City Design and Construction <br />Standards, shall be submitted to the Public Works. Department showing <br />site parking layout, landscaping, utilities, and storm drainage. <br />Public Works Department approval of these drawings is required prior to <br />any permits being issued. <br />S. On -site drainage should be connected to the existing 30 inch storm <br />drain that runs across this site and outfails into the Snohomish <br />River. If the site drainage is connected to the combined sewer system, <br />on -site detention or payment of a drainage fee will he required. A <br />connection to the 30 inch storm drain will not require an on -site <br />detention system nor payment of a drainage fee. <br />
