Finding: The proposed use will not result in any additional nuisance impacts than currently <br />exists. The generator will be enclosed in a maximum e�ciency sound attenuated housing <br />for the highest possible degree of noise abatement. <br />Conclusion: No noise, smoke, dust, odor, glare, visual blight or other undesirable impacts <br />are anticipated as a result of the proposal. <br />9. Consistency with the goals and polfcies of the Everett General Plan for the area and <br />land use designation In which the property is located. <br />Finding: The site is designated 3.1 Central Business District. <br />Concluslon: The Comprehensive Plan for the City states that essential public facilities shall <br />be located so as to provide the necessary service to the intended users of the facility with <br />the least amount of impact on surroundfng uses. The proposed use is wnsistent with these <br />Comprehensive Plan policies. The use is consistent with the General Plan. <br />10. Compliance with the provislons of this OMinance and other City, State and Federal <br />ragulations. <br />Finding: All necessary building and associated pertnits must be obtained for the proposal <br />prior to construction. The structure is less than 48" in height and therefore is considered a <br />minor above ground utiliry. <br />Conclusion: The proposal will compfy with the provisions of the City's Zoning Code and <br />the applicant must obtain any required Cily, State and/or Federal permits. <br />11. Accessibility to public transit, and tniflc reduction measures proposed by the <br />applicant to reduce dependence of the proposed use on the automoblle. <br />Finding: The structure is an unmanned facility, and therefore will not generate any <br />additional pedestrian traffic. <br />Conclusion: Criterion is not applicable. <br />SPU SPECIFIC EVALUATION CRITERIA: <br />Subsection 41.150.D.1.b. of the Zoning Code - Special Property Use Permits - contains specific <br />evaluation criteria for Above Gro�nd Utility and Communications Facilities. Many of these criteria <br />are intended to address new pole construction and do not apply to this application, as it is <br />considered a minor above ground utility feature. <br />DECISION: The proposal is approved as submitted subject to compliance with the following <br />conditions: <br />The applicant is responsible for providing notification to all adjacent property owners prior to <br />the installation of the structure. This notification should at a minimum describe the location <br />
