March 19, 1971
Mr. Ray Decker
verett Builders
5606 I-iighway 99 South
Everett, Washington
Dear Mr. Decker:
I understand you have requested an appointment with me to
discuss certain requiremcnts imposed by the 13uilding Inspection
Department in regard to a foundation at 2615 Rainier Avenue.
Section 204 of tle Uniform Building Code estaUlishes a Board
of Appeals to determine the suitability of alternate materials
and methods of construction and to provide for reasonable
interpretations of tlie provisions of the code. In accordance
with Section 204 I have appointed a Board of Appeals consisting
of five (5) memUers who are qualified by experience and training
to pass upon matters pertaining to building construction. Ifeel
it is inappropriate for me to intervene in this matter in view of the
fact that tlie Board of Appeals is much more qualified to determine
whether the Building Department is imposing unreasonable
requirements.
The purpose of the Building Code is to provide minimum standards
to safeguard life, property and public welfare by regulating the
construction and maintenance of all buildings constructed witliin the
City. If you still feel that the requirements imposed by the Building
Inspection Department are unrelated to tlie purpose of the Building
Code, please initiate a request to convene the Board of Appeals.
I will insure that you have a hearing before the members of the
Board within a few days.
I am sure you will agree that a more satisfactory solution will be
reached if the normal appeal process is followed.
Yours very truly,
,, ('_ --
ROBERT C.
