March 19, 1971 <br />Mr. Ray Decker <br />�verett Builders <br />5606 I-iighway 99 South <br />Everett, Washington <br />Dear Mr. Decker: <br />I understand you have requested an appointment with me to <br />discuss certain requiremcnts imposed by the 13uilding Inspection <br />Department in regard to a foundation at 2615 Rainier Avenue. <br />Section 204 of tl�e Uniform Building Code estaUlishes a Board <br />of Appeals to determine the suitability of alternate materials <br />and methods of construction and to provide for reasonable <br />interpretations of tlie provisions of the code. In accordance <br />with Section 204 I have appointed a Board of Appeals consisting <br />of five (5) memUers who are qualified by experience and training <br />to pass upon matters pertaining to building construction. Ifeel <br />it is inappropriate for me to intervene in this matter in view of the <br />fact that tlie Board of Appeals is much more qualified to determine <br />whether the Building Department is imposing unreasonable <br />requirements. <br />The purpose of the Building Code is to provide minimum standards <br />to safeguard life, property and public welfare by regulating the <br />construction and maintenance of all buildings constructed witliin the <br />City. If you still feel that the requirements imposed by the Building <br />Inspection Department are unrelated to tlie purpose of the Building <br />Code, please initiate a request to convene the Board of Appeals. <br />I will insure that you have a hearing before the members of the <br />Board within a few days. <br />I am sure you will agree that a more satisfactory solution will be <br />reached if the normal appeal process is followed. <br />Yours very truly, <br />�,�,� (�'_ ��-- <br />ROBERT C.
