Piayberry:
Per our telephone conversation today, I ain sending you the enclosed copy
of my letter to City Planning of March 5 which specifically describes what
my husband and I wish to do on our property at 3301 tJorton in Everett,
Also enclosed is a copy of the letter I received frem Roberta Goodnow dated
April 1 , 1981 wliich suggests that a right-of-aiay use permit is the best
way for us to achieve this plan. I am not certain I agree eiith that.
I have sane questins. Two years ago when e •+ent to the Public Works Office
then at Roosevelt School ye aere told it would cost us for the right-of-•+ay
use permit, and also that we aould have to pay to lease any city property
we might use. It was hard to get a clarification. Someone at Public lJorks
(I believe it was f4r. Fullerton) also told me by phone that it vould cost
us 5250 to apply to purcliase (vacate) this small strip of land, plus another
$500 to have an appraisal done by the city for the application because,
although ae are an R-1 use in an area of R-1 usage, we are zoned R-3. Even
then, we were told, it was hi9hly unlikely ae would be allovied to purchase
this land and would not have our j750 refunded. It was discouraging. I
still want a garden in that spot; I still want it fenced. I am willin9 to work
through this with the city as I think our plan is reasonable use of this
small 12' x 46' plot.
What I ask from your office at this time is „ritten clarification of what
this right-of-way use permit will and/or will not exactly do. Is there any
cost for the permit? Roberta says there is not. Is there any other hidden
cost of such a use? Leasing? How much? What base? Please be very specific
in your written answer. I aant no surprises to surface after I haul brick
and mortar for two months. Also, the permit says it is valid for 60 days.
We aant to fence and use this city-owned right-of-way for an indefinite period,
not for 60 days. Please clarify in writing.
I can be reached by phone at 259-5543, if absolutely necessary. However, I
would prefer a aritten response at your earlicst convenience.
Sincerely,
  '.:c=i- -
Marilyn Ferrier
P.S. t+hile we' re at it. . . please also clarify, in writina, what would be needed
to purchase (vacatethis sa land in view of the state law which says
land should be returned to ie tax roles if no use is planned.
, Encs.
