Housing Eiope
Spu 7-86
Page -12-
Condition of Building
Many of the witnesses were concerned about the condition of the building and
is livability. Fs a condition to this Special Property Use Permit, the
Building Deparbnent and the Fire Departnent must grant approval of the
livability of the structure prior to any accupancy. Alfough the structure is
not new, it is oonceivable that it can be lived in and provide tre type of
shelter needed for homeless in is cammunity.
Parking
Concerns were expressed about adequate parking being available on-sit. 7tie
Applicant submitted that the parking should not be a problem because most of
the clienfs of the facility will not have cars. As a result, the Applicant
contends that parking for the facility should not iact other propecties in
the area. Zte City Planning Department determined that with twelve spaces,
adequate parking will be available. As an additional remedy, the Applicant
has proposed that the parking be reviewed aftec six months of operation. At
that time, a oommittee consisting of a representative fran the Port Gardner
Neighborhood Aasociation, an imrediate neighbor, a City Planning Staff Member,
and a repcesentative of the Applicant will meet to review the facts related to
the parking. If problere arise, e Applicant will seek a satisfactory ranedy
 `-!' of the parking.
Zype of Clientele Served at *e Facility
Zhe ApQlicant sumit.ted that the main priority goup for the facility will be
the haneless family. A acreening process will detecmine who are eligible to
stay at the facilLty and they will also acreen those who have alcohol and drug
problems. Zhose suffering fcan alcrohol and drug illnesses will not be housed
at the facility.
Fran statements oontained in letters received for the recocd, 1ere appears A
be a misconception that the facility will be a rehabilitatian house. 'fie
Applicant does rat operate a rehabilitation house for drug addicts or
alcoholics. 7tie facility is atructured for the care and counseling of the
haneless to help restructure their lives so that they can 9et back inrA the
main stresn of eociety. Fran testimony and evidence it is obvious at the
Applicant will not be operating any type of rehabilitation center. In
addition, a condition of this approval requires the Applicant to have e
Special Property Uae Permit ceviewed if there is any change and pucpose of e
Eacility. 'fius, the neighborhood should be assured that the facility will not
be a rehabiliWtion center but will be what it is proosed.
