� ^ � INSTRUCT[ONS TO BIDDERS FOR HOUSING REHAB[LITATION To be entitled to consideration, bids must be made in accordance with and in consideration of the following: 1. Bidders must appear on the Cammunity Housing Improvement Program (CHIP) Contractors List in order ta be eligible to bid. 2. Bids must oe made on City of Everett CH[P forms, all blank spaces in the form must be tilled out, the appropriate signatures must be provided in longhand and the completed forms must be without notes, scribbles, alteration and erasure. There should only be one figure per provided line per each individual i*em. All spaces are to be filled in with BLACK INK. 3. No oral, telegraphic or telephonic proposals or modifications wilt be considered. 4. Bids shall be addressed to the owner in care of CHIP, enclosed in a sealed envelope and labeled as follows: A. Community Housing Improvement P�ogram, 3002 Wetmore, Everett B. Name and address of the owner C. Name and address of bidde� D. Date and time of bid opening E. Attention: Home Improvement Inspector 5. Before submitting a bid, bidders shall carefuUy examine all contract documents, fully inform themselves as to all conditions and limitations and include in tha bid a surr which covers the cost of all items included in the contract. 6. Bidders shall carefully examine the property before bidding. 7. The owner and CHlP witl invite proposals only from contractors to whom they would be willing to award a contract. The owner reserves the right to add bidders to the CHIP Cont�actors List and to remove bidde�s therefrom. Bids shall be let to the lowest responsible bidder. Contractors added at the request of the owner must fill out and complete the Contractors Form and be approved by the Loan Review Committee prior to becoming an eligible bidder. 8. The owner reserves the right to reject any and all bids. 9. Any Addendum issued prior to the bid opening shall be included in the oid. l0. The owner shall have ten (10) days from the time of opening of bids to accept the bid submitted and to award the contract. Acceptance of a bid is indicated by the execution of a contract. l l. Within five (5) days after execution of a contract, the owner and CHIP will issue a Notice to Proceed with the wo�k. If such a Notice is not issued within five (S) days, the bidder may, a[ his option, withdraw his bid. l2. [f requested to do so by the owner or CHIP, the bidder shall provide additional information about his/her qualifications, financial status or that of proposed subcontractors. l3. Bids must be prepared by, or under the supervision of, the person in the bidder's organization who is licensed as a contractor. All contractors and suocontractor. shall have a current Washington State Contractors License. l4. In accordance with contract requirements, work must be performed efficiently and expeditiously, under competent supervision at all times and will be subject to frequenc inspections. l5. All required permits shall be obtained by the contractor before commencing work ana :;�e costs of obtaining permits shall be included in bids.
