WHEREAS,on March 1G, 2005, Everett City Council concurted with the recommendation of the Historical Commission with conditions (a) through (e)above; and WHEREAS, on July 20, 2005„ Everett City Council approved changes to the Comprehensi��e Plan Land Use map and rezones to allon� expansion of PEMC into Block 248 of the Donovan District by Ordinance No. 2850-05, which includes Development Staudards 1nd Guidelines; and WHEREAS, the Evereu Municipal Code states in Section 2.96.O60C(3) that the decision conceming the granting or denial of a certificatc of appropriateness shall be made by the mayor(or desibmec) on thc advice of'thc commission according to the standards established in the commission's rules; and \'VHEREAS, the Mayor has designated the City's Building Official to render the decisicn in this tnatter; NOVV, THEREFORE, the Building Official approvcs a Ceriificate of Appropriateness to ro-consttuct, alter, restore, remodel, repair, or mo��c thc house located at 1306 Oakes Avemie, �vith lhe follo�ving conditions: (a) PEMC shall Uc rcquircd to comply �vith thc rcconunendations, conditions and standards detailed in City Council Ordinance No. 2850-OS and exhibits thcreto, all of �vhich are incotporated herein by reference. (U) PEMC �aill make every efforl to avoid damage to Q�e Donovan houses being moved off Block 245. (c) Thc liouses �vill be �noved and relocalcd follo��ing cstablished standards for rclocation of historic properties��hich preservc the historic integriry of the structures. (d) PGMC�vill complctc a lhorough photographic documentation of Block 248 and the strcetscape of the 1300 block of Oakes as they no�� exist. (e) An exhiUit or display depicting the histor��and characteristics of the Donovan Dislrici ��ill be included in ne�� development on Block 245.
