WHEREAS, on March 16, 2005, Everett City Council concurred with the recommendation of the Historical Commission with conditions (a)through (e)above; and \VHEREAS, on JuIV 20, 2005„ Everett City Council approved changes to the Compmhensive Plan Land Use map and c•e�ones to allow expansion of PEMC into Block 248 of the Donovan District by Ordinance]Jo. 2850-05, which includes Development Standards and Guidelincs; and �VHGREAS, the Everett Municipal Code states in Section 2.96.060C(3) that the decision concerning the granting or denial of a certificate of appropriateness shali be�i�ade by the mayor(or designee) on the ad��ice oCthe commission according to the staudards established in the commission's rules; and WHEREAS, the Mayor has designated the Ciq�'s Building O}'ficial to render the decision in this matter; NOW, THEREFORE, the Building Official approves a Certificate of Appropriateness to re-constnict, alter, restore, remodel, repair, or tn�ve the house located al 1316 Oakes Avenuc, ��ith thc follo�ving conditions: (a) PEMC shall bc required lo comply with the recommendations, conditions and standards dctailed in City Council Ordinance No. 2850-OS and exhibits thcreto, all oC ��hich are incorporated hercin by rcference. (b) PLMC will make e��ery effort to avoid damage to tlte Donovan liouses being movcd off Block 245. (c) Thc houses ��ill Uc moved and relocated follo�ving established standards for relocation of historic properties which prescrve the historic integriry of the structures. (d) PL�IC will compictc a thorough photographic documcntation of Block 248 and ihe stractscape of the 1300 Ulock of Oakes as they no�v cxist. (e) An exhibit or display dcpicting the history and characteristics of the Donovan District will be iucluded in ne�� developmenl on Block 248.
