The Applicant has reguested approval of a Special <br /> Property Use Permit for �he interior modiflcation of an <br /> existing 34,534 square foot building (the Washington <br /> Army Nation Guard Armory) located at 2730 Oakes Avenue, <br /> Evecett, Washington. The Acmory is proposed to be <br /> renovated by the United States Navy Carrier Battle Group <br /> as a temporary recreational facility center for Navy <br /> personnel. The proposed plan includes construction of <br /> interior spaces for intzamural and physical fitness <br /> activities and space for limited social functions. The <br /> proposed use by the Navy would be for a 24 to 36 month <br /> interim basis until a pe*.manent recreational facility is <br /> built at the Homeport site. (staff report) <br /> 2� District�eand has e a yC mprehensive Plan edesignati nneof <br /> Central City. (staff report) <br /> 3. The surrounding properties to the north, south and east <br /> have a Commercial/B-3 zoning designation. The property <br /> to the west is zoned Recreational/B-3 and is the YMCA. <br /> (staff report) <br /> 4. The subject pcoperty consists of .66 acres. it is <br /> developed. (Osemene testimony) <br /> 5. The Everett Municipal Code (EMC) 19.SB.Ol0.C.1 requires <br /> that governmental or quasi-governmental activities <br /> including public buildings be considered under the <br /> Special Property Use section of the Code. EMC <br /> 19.58.O10.B (1-3) sets up the guidelines and standards <br /> for ceview of Special Property Use Permits. They <br /> include: <br /> A. The proposed use must be reasonably compatible <br /> with other uses and potential uses within the <br /> general area in which the use is proposed to be <br /> located; <br /> B. The use must not have a serious adverse effect on <br /> the ecology and/or environment of the community; <br /> and, <br />
