i
,
Washington Army National Guard
SPU 4-88
Page -3-
C. The use must serve the public convenience and
necesity. (adminislrative finding)
6. The proposed interior modificalion is for approximately
28,000 of the 34,534 square feet of gross property floor
area. The modifications will occur in the drill hall on
the main floor, the Veteran Hall, two locker/shower
rooms on the second floor, and an office space on the
main floor. Remodeling will include installation of
showers, a locker room, racquetball courts, weiqht
liftin9 room, lighting and office space. (staff report)
7. It is anticipated that a maximum of 100 to 150 Navy
personnel will be utilizing the facility at any given
time. The facility is proposed to be open for
recreation seven days a week between the hours of 6:00
a.m. and 11:00 p.m. The peak usage of the facility will
be in the early evening and on Saturday. (staff report)
8. The Navy Carrier Battle 3roup is projecting that a
permanent recreational facility for the group will be
constructed approximately two years after the
construction of the Navy port. (Osemene testimony)
9. Currently, there are fifteen parking stalls in the alley
and eiqht parking stalls on the west end of the property
that provide parking at the Armory. The City, however,
determined that the on-street parking spaces will not
adequately accommodate the anticipated parking demand
associated with the proposed use. In order to mitigate
this imract, the Navy has pcoposed a shuttle bus service
between the Homeport site and the Armory. This shuttle
bus service will operate on a regular basis during the
period of time that the facility is open for use. The
Everett Planning Department submitted that the proposed
shuttle bus would be consistent with the Community
Business District policies as set forth in Section F of
the City of c^verett General Plan. (staff report,
Osemene testimony)
10. With the shuttle bus service and the limited parking
demand on-site, the proposed development will not have a
major environmental impact upon the property or
surrounding properties. A Determination of
Non-Significance was issued by the City of Everett on
April 4, 1988. (staff report)
