The requested Special Property Use Permit will satisfy a need in that il will provide recreational facilities for the residents of the Homeport base that will be stationed in the City of Everett. DECISION Based upon the preceding Findings of Facts and Conclusions, the testimony and evidence submitted at the public hearing, and upon the impressions of the Everett Hearing Examiner of the site view, it is hereby ordered that the requested Special Pcoperty Use Permit for the interior modification of a portion of the Washinqton Army National Guard Armory at 2730 Oakes Avenue, Everett, Washington, is granted subject to the following conditions: 1. The Applicant must comply with all the conditiona set forth in this project's Determination of Non-Siqnificance. Those conditions are set forth in document SEPA #4-88 and become part of this decision. 2. A11 of the parking stalls in the alley and at the wesl end of the property on California and Rockefellec Avenues must be maintained for current uses by the employees of the Everett Armory. 3. Due to the housing of sophisticated weapons at the Evecett Amory, utmost security measuces must be implemented, and that section of the building must be restricted from all unauthorized personnel and from the recreational areas. This area must be secured and posted prior to any occupancy of the building. 4. The Navy Carrier Battle Gcoup is enrouraged to carry out the interior modification of the Everett Armory in a manner that will also enhance and preserve the exterior zrchitectural character of the building without siqnificant physical uc s�ructural alterations.
