The U.S. Navy Carrier Battle Gcoup will need a <br /> recreational facility for the residents of the Group. <br /> The proposed facility will be a interim facility pending <br /> the construction of the permanent recreational facility <br /> on the Homeport site. The Special Property Usp Permit <br /> will serve a public need in providing this faciiity for <br /> a temporary basis. (staff report) <br /> 12. The Everett Planning Department recommended approval of <br /> the proposed Special Property Use Permit subject to <br /> conditions listed in the staff report which was admitted <br /> as exhibit 1 at the public hearing. A representative of the Lio�s Club (Nelson) submitted to <br /> be in favor of the proposed renovation but questioned <br /> whether the Navy would be utilizing parking facilities <br /> owned by his lodge. The Witness was informed� by the <br /> � City an9 Applicant lhat parking would be limited to the <br /> street parking and the on-site parking. (Nelson <br /> testimony) <br /> CONCLUSIONS <br /> 1. The application is for the approval of a Special <br /> Property Use Permit for the allowance of interior <br /> modifications of the Washington Army Natio�al Guard <br /> Armory located at 2730 Oakes Avenue, Evecett, <br /> Washington. The renovation is to be done for the <br /> purpose of providing the U.S. Navy Carcier Batt��~ Group <br /> an interim physical fitness facility until a permanenl <br /> facility is built at the Homeport site. <br /> 2. Because the proposed facility involves a governmental <br /> building, a Special Property Use Permit is required <br /> pursuant to EMC 19.58.O10.C. <br /> 3. In ordec for a Special Property Use Permit to be granted <br /> with:.n the City of Everett, the c.riteria of EMC <br /> 19.SB.OlO.B (1-3) must be satisfied. With conditions, <br /> these criteria are satisfied. <br /> 4 . The cequested Special Property Use Permit is compatible <br /> with the surrounding properties in that it will not be <br /> disruptive to any of the proposed or developed uses. <br /> The recreational facility will be on an interim basis. <br /> 5. Mitigation of packing demaa�� on the site will be <br /> accomplished by a shuttle bus service from the Homeport <br /> site to the facility. The shuttle bus service shall be <br /> consistent and regular during the period of use of the <br /> facility. <br />
