At a minimum, landscaping <br /> will be required alonq street frontages, which may consist of <br /> landscaping in planter boxes, if approved by the Planninq <br /> Department. Access, parking lot surfacing, and drainage <br /> requirements must be approved by the Public Works Department. <br /> Following construction of the buildings and permanent parking <br /> lots, any parking approved for temporary parking during <br /> construction must be eliminated. if parkinq is to continue on <br /> the site, the site must be brought up to City Standards for <br /> surfacinq and landscapinq within three months of issuance of <br /> Occupancy permits for the Providence Hospital prop�sal. A bond <br /> will be required to cover the cost of removal of the t2mporary <br /> parking, or bringing the parkinq up to Zoninq Code requirements. <br /> The �emporary parkinq lot proposed west of Norton Avenue between <br /> Pacific Avenue and 32nd Street must be paved and must have a <br /> drainage sy:�tem installed per City of Everett Standards. <br /> Landscaping must Le provided alonq the Norton Avenue frontage. <br /> Landscapinq must be approved by the Planninq Department and may <br /> be provided in planter boxes. In lieu of providing a paved <br /> parkinq lot with drainage system, the applicant may arrive at a <br /> mutual agreement with the City to ensure the parking lot will be <br /> temporary in use only. (SEPA Transportation Policies) <br /> lIITIGATION REQUIRED BY SXISTING CODSS 1►ND ORDINAtSCES <br /> 1. on-site detention is required. Detailed drainage calculations <br /> will be required to determine the storage volume and release <br /> rate, if any, for the project. (SEPA Public Services and <br /> Utilities Policies) <br /> The lead aqency for this proposal has determined that it does not <br /> have a probable significant adverse impact on the environment. An <br /> Environmental Impact Statement is not required under RCW <br /> 43.21C.030(2) (c) . This determination aseumes compliance with state <br /> law and City ordinances related to general environmental protection <br /> including but not limited to riqht-of-way improvement requirements, <br /> drainaqe, etc. This decision was made after review of a completed <br /> environmental checklist and other information on file with the lead <br /> agency. This information is available to the public on request. <br /> This Determination of Non-Siqnificance is specifically conditioned <br /> on compliance with the conditions attached hereto which are <br /> incorporated by reference as if fully set forth herein. <br /> A 15-day public comment period for this pro�osal ended on Septeaber <br /> 5, 1991.
