The need of the neighborhood, district, or City for a proposed special property use. <br /> Finding: This electrical substation serves the core business area of do�vntown Everett, <br /> including industrial and commercial customers, hotels, shopping centers, schools, <br /> residences, and many Counry and City facilities. It is the oldest substation in the system. <br /> A.nticipated system gro�vth and certain other changes in the system make it necessary to <br /> upgrade this substation to serve the necds of that portion of Everett lying berivicen Everett <br /> Avenue and 41" Street, and the Everett wastewater treatment plant. <br /> Conclusion: The proposed use provides a public benefit. <br /> 2.
