Accessibility to public transit, and tra�c reduction measures proposed by the applicant to <br /> reduce dependence of the proposed use on the automobile. <br /> Findin : The facility is unmanned. <br /> Conclusion: Criterion is not applicable. <br /> SPU SPECIFIC EVALUATION CRITERIA: <br /> Subsection 41.150.D.1.c. of the Zoning Code - Special Property Use Permits- contains specific evaluation <br /> Criteria for Above Ground Utility and Communication Facilities. Many of these criteria are intended to address <br /> new or expanded utility structures (i.e., monopoles) and do not appiy to this application. <br /> DECISION: The proposal is approved as submitted subject to compliance with all city, state and federal <br /> regulations. The following conditions shall apply: <br /> 1. Detailed drawings in accordance with City Design and Construction Standards shall be submitted to the <br /> Pubiic V��orks Department, showing landscaping, utilities, storm drainage, and temporary construction <br /> erosion control. Public Works Department approval of these drawings is required prior to any permits <br /> being issued. All improvements shall be completed and approved warranted before final approval is <br /> granted. <br /> 2. The piacement of the radio equipment will result in unavoidable, adverse impacts to an existing <br /> biofiltration swale. To mitigate for these impacts, the project applicant shall be required to raise lhe <br /> existing outlet of the swale by a minimum of one foot, in order to creale a wet pool of water at the <br /> downstream end of the swale. The wet pool area shall be designed to hold water and shall be planted <br /> with wetland vegetation in accordance with City of Everett Standards for wetponds. The creation and <br /> vegetation of this pool will enhance the function of the biofiltration swale and wili adequately mitigate for <br /> the adverse impacts associated with this project. <br /> 3. All equipment cabinets must be visually screened and acousticaliy shielded. <br /> 4. A buiiding permit is required for the platform; electrica� permits may be required. <br /> ti <br />
