A wet pool will be created at the downstream end of an existing biofiltration swale on <br /> site in order to mitigate for unavoidable adverse impacts to the swale. � <br /> 3. The impact of treffic generated by the proposed use on the surrounding area, pedestrian <br /> circulation and public safety; and the ability of the proponent to mitigate such pot-sntial impacts. <br /> Findin : The fwcility is unmanned with the only proposed traffc generation coming from routine <br /> maintenance, which will serve tha site via existing infrastructure. <br /> Conclusion: There will be no adverse traffic impacts generated by lhe proposal. <br /> 4. The provision of adequate off-street parking, on-site circulation, and site access. <br /> Findin : The facility is unmanned and therefore does not require any permanent on-site parking. <br /> Conclusion: Not applicable. <br /> 5. Compatibility of proposed structures and improvements with surrounding properties, including <br /> the size, height, location, setback and arrangement of all proposed buildings and facilities, <br /> especially as they relate to light and shadow impacts on more sensitive land uses and less <br /> intensive zones. <br /> Findin : The proposed antennas wil{ be erected on an existing 150-foot monopole. The surrounding <br /> area is mainly developed with industrial uses. The antennas will be mounted approximately 100 feet <br /> above grade. � <br /> Conclusion: Due to placement on an existing monopole, the proposal should have no negative <br /> impacts to surrounding land uses. <br /> 6. The number, size and location of signs, especially as they relate to more sensitive land uses. <br /> Findin : No signage is proposed at this time, however any new signage will require a sign permit <br /> compliant with the City of Even�tt Zoning Code. <br /> Conclusion: Not applicable. <br /> 7. The landscaping, buffering and screening of buildings, parking, loading and storage areas, <br /> especially as they relate to more sensitive land uses. <br /> Findin : The proposed project will result in unavoidable impacts to an existing biofiltration swale. In <br /> order to mitigate for these impacts the applicant shall be required to create a wet pool of water at the <br /> downstream end of the swale. The pool shail be desigr ad to hold water and shall be planted with <br /> wetland vegetation in accordance with City of Everett standards for wetponds. <br /> The components associated with the prc,posal will be erecteC on an existing developed sile. All existing <br /> landscaping, buildings, parking, loading and storage areas wili remain unchanged. <br /> Conclusion: The creation and vegetation of the pool will enhance the function of the biofilL ation swale <br /> and will adequately mitigate for the adverse impacts associated with this project. <br /> E. The generation of nuisance irritants such as noise, j�:JICI:� dust, odor, glare, visual blight or <br /> other undesirable impacts. <br /> �� <br />
