Fasilities in Everctt were in this <br /> situation when the Everett Boeing plant was at iYs low employment period in the]ate <br /> 1980's.The applicant believes it is not reasonablc to base infrastructure investmcnts <br /> and bcsociated taxes and fees on possible worst case scenarios which may only last <br /> a month or two out of every cauple of years. <br /> ► Traffic is variable-Hccause of seasonal employee needs, vacations, and increased <br /> use of altemarive employee schedules (especially shortened work weeks) there is <br /> fluctuation in h�avel pattesns which ean produee as much as 20%variability in ua�ic . <br /> volumes on a roads serving employment-intensivo areas over the course of a week. <br /> ► The site will need to be aggressive with�ensportatiun demand management(TDIv�- � <br /> ?he site will be required to comply with Everett's commute trip reduction <br /> requirements, bazed on ihe aumber of employees beginning work in 'he moming <br /> peak.
