Mr. Wayne IvL 1Ventz
June 16, 1997
Page 2
[t is unrealistic to assume that with a second shift, the site would gencrate only 35 inbound PM peak
trips. The prospective tenant suggests that the employee population of the second shift is
approximately 53 percent of the total first population. In order to account for the second shift, we
have asumed that employee tratFc arriving at the site for second shiR operates in a similar pattem
to that arriving for the first shift, and have used the AM trip generation values. reduced to represent
53%of the first shift value. This results in a total PM peak trip generation of 253 peak trips.
The site is an industrial park. and were this site being built on speculation, the trip generation r:uc for
square Footage and application to a single shift would be appropriate and acceptable to [hc rit. \;
you are aware, the propused site plan includes about 626 parking stalls, vhich, in pan. rclates W thc
two shift parking overlap nature of tha particular tenant. Ve believe that Quadrant should bc
assessed their trip generation mitigation fce based on the general use of the site, but ith rcconiiiun
of the second shift nature of the this initial tenant. This tenant may not be the occupant tice or 5i
years in the future. In addition, the meihodology used to calculate the trip thresholds and capacities
of the study area used genemlized trip generation levels based on broad estimates of land use. The
nssessment ofu trip mitigation fee based on building square footage and a second shift is compatible
with the methods used to develop the recommendations for the SW Everett Plan.
The Ciry's mitigation fee for Southwest Everett is $1006 per PM trip. When applied to this site, this
results in a caiculated fee of 5254,518. As a realiry check, this translates to about 1.30 per square
foot of development. Other sites in the vicinity hae calculated traffic mitigation fees ranging ftom
$0.75 to $1.50, so this is not an unreasonable fee.
The site is calculated to cover 825,038 net square feet, or 18.94 acres. The peak period trip
generation rate as culculated above, translates to 13.35 trips per acre. This is below the Ciq's
threshold of 30 trips per net acre, so no further analysis is necessary. An additional mport is beine
prepared by another consultant which covers an operational assessment of the drivewas. siehi
distances, and queues. ' `
Ifyou have any questions. feel free to call me at (03) 626-0155.
Sincerely,
N&H PACIFIC, INC.
C
Laura Jac n
Sr. Transportation Planner
u ceo
g.!domlaaddm inUaj I lr.doc
